Sorry, if my answer was not very useful, but I love librarians (I really want to be one of them when I was a kid) and I see myself as a kind of a bookblogger (I review books, series, films and everything that catch my eye), so my heart is with both groups ;D
I love my library, and have been going to libraries all my life... but I know just as many people that don't go to libraries. I think these days it's just as important to get an ARC into a book blogger/reviewer's hands than a librarian. I'm both a book blogger AND a librarian, so this is a really interesting question to me! As a new blogger, it takes a really long time to build up a readership when there are so many other blogs out there talking about fantastic books. There's a lot of competition therefore for readers. As a school librarian, though, the whole school community knows me as the person to go to for book recommendations - ARCs give me the chance to consider what could be good for my patrons beyond just a blurb in Booklist, plus it can be such a joy to get to give old ARCs to my students who can't afford their own books. Both ways I get to connect good people to great books, though, which is why I do what I do =)
I personally think they should go to bloggers. I never go to my library for anything, especially new releases. I get all of my information from the internet, specifically bloggers. They just get it quicker than most.
I think both should be able to get a copy, but as far as upcoming books I'll add to my wishlist etc. I usually get my info. from bloggers. I only go to the library when they have a book I already know I want to read.
I would say that both deserve it, but it should probably go to the bloggers. I go to my library for older releases, but I go to book bloggers for information on newer books and upcoming releases. A librarian has no purpose for the ARC when they are done. I know that my library (and I have 3 all within a 5 min drive from me) have no ARC's, they prefer hardcovers, so they'd prefer to get a real copy of the book. Book bloggers will generate more knowledge of the book, in my opinion, though librarians don't seem to be as appreciated as they should be.

Blogs help build buzz around books, and via reviews, giveaways etc can lead to sales. Both have their uses, but if I had to pick only one, I'd say libraries.

Both have influences over different groups of people and both work hard to convince others to read the books that they love.
Hi i would really like to have this book for me and my grandaughter to read then we give them to the boys and girls club to read if they don't take them we give to our Library. I think it depends on the circulation at the library and the influence level of the blog. If a blogger has high traffic and influences its readers to buy books based upon its recommendation, that trickle down theory could pay off more than a small library with very little purchasing power of circulation.
While one ARC can be influential in determining whether a librarian pick a book for its collection, if it's not a well-trafficked library it won't matter. Nor will it matter if its readers don't read the type of book.
So, I say it depends on factors way more specific than just librarian versus blogger.
I would have to say it depends on where you live. I live in Mass and there are a few Libraries where you have a large selection of young adult books but then you have some libraries like the two in my town that do not have the latest books.
With the bloggers they will read and review the book and share the book with everyone on Facebook, twitter, wattpad, and other media sources to get the book noticed. So it is a hard decision to make.

Because of this, I personally don't think of libraries as great resources for pleasure reads - I've only ever used one for university when I needed an academic journal. If I'm looking for the latest read, I turn to the internet to see what other book bloggers/Goodreaders are saying I should read.
But as a blogger, I know that not every blogger is going to be able to promote the ARC as well as others. So I can't say that "bloggers" deserve ARCs more than librarians.
I think it all depends on the person and their influence. If they happen to be an influential librarian who can reach many - awesome! If they happen to be an influential blogger who can reach many - awesome!
I guess I'm saying that it's not as important to distinguish between which group gets the ARC as much as it it to determine which individual - regardless of their method - will best promote it.
Wow, I think thats a really good question. And to be completely honest, I think that both should win. Why?... Because I live in Puerto Rico and THERE ARE NO libraries anywhere near where I live. So I have to depend on what I read about a book online. Or just by following authors who's books I enjoy reading. (That's why I follow you... *sneaky*) Getting to the point, both librarians and bloggers must have an avid love of books. Both read and tell others what they thought. Both will give you their honest opinion. BUT! at the end of the day, it all comes down to (as others have mentioned) influence/location. The only thing i'm going to change about that, is that I don't think its influence AND location as much as influence OR location. Its obvious that if there's a library near you, that you would probably go there before looking at a blog to see what someone else thinks. (MY OPINION) But if you have influence, (like some bloggers with 1000's of followers) they're most likely to read whats been written about it and go pick it up. Both do their jobs well and that's why I think that both deserve to be rewarded.
That's a tough one. I love entering contests to win ARCS but I also love the idea of spreading the written word. When it comes down to it though, I'd love the ARC for myself (maybe donate it to the library after?)

I write YA books. Whatever my heart desires, I write. I don't have someone over my shoulder, in some office somewhere telling me what I can and cannot write. Or should and shouldn't write. I listen to my heart, the center of my muse, and trust my instincts.
